Abdou Samb
PRESIDENT AND FOUNDER OF FRS CONSULTING
Abdou is the visionary founder and President of FRS Consulting, which was established in 2011, an expert in raising public funds and the chairperson of the Abdou Samb foundation. With an illustrious career spanning over thirty years, Abdou Samb’s accomplishments have positioned him as an internationally sought-after asset in driving companies, organisations and individuals towards profitability, sustainable growth and sustainable initiatives.

With a solid academic curriculum from the French University of Caen and the University of Savoie Technolac, where he graduated as an Engineer and Mathematician. Abdou started his career as a researcher and was trained to develop methods to analyse and quantify data, identify patterns, develop innovative technologies and solve complex problems.
Right out of academia, Abdou was subsequently headhunted to lead the digital transformation of major French public enterprises such as EDF and SNCF. Having gained extensive exposure in the public sector, Abdou then ventured into the finance sector at the French Cost Management Consulting firm, Lowendalmasai.
To broaden his scope of knowledge, Abdou went further to study Economics at the, Institut de la gestion publique et du développement économique (IGPDE); a French acclaimed school of Economics meant to produce the finest french actors who can address the complex economic challenges facing the global economy.
In 2016 and with his wealth of knowledge as a technocrat and Academic, Abdou was appointed as the leading expert for the European Union, tasked with the analysis of standard international research and innovation policies. Abdou was able to champion new and advanced policy recommendations and avenues for cooperation between Europe and Africa, specifically focusing on the transformative role of digital technology and the promotion of entrepreneurship among African youth. This visionary proposal was integral to the Digital4Development initiative, adopted by the European Commission in May 2017, which positioned these themes as key levers for achieving the Sustainable Development Goals jointly defined by the European Union and the African Union.
With his deep commitment to meritocracy and continuous learning, and while managing other high-level responsibilities, in 2016 Abdou is admitted to the ‘The Transformation of Public Organisations’ Master Program from the famous University of Paris Dauphine (Ranked first university in France). This qualification was completed whilst Abdou was additionally managing FRS and heading policy review on behalf of the European and African Unions. The rationale behind this qualification of Master’s in Business Administration was to enable Abdou to provide informed policy positions in public administration, positioning him as a trusted leading figure in public policy.

To that end, Abdou has also played a pivotal role in the implementation of the European “Blending” strategy, which facilitates the convergence of public and private actors through the combination of grants, loans, and other financial instruments to support essential investments that drive growth across continents.
With the above acquired multiple academic disciplines in Maths, economics, Science, public administration and technology, Abdou was yet again admitted to study European public policy at the world renowned; French National Institute of Public Service (INSP) ex-ENA were many leaders from the Global North and Global South have graduated. The accolades from ENA have today positioned Abdou as a trusted advisor on Foreign Direct Investments, Public Private Partnerships, Trade, Governance, Innovation, Analytics, Risk, and Diplomacy.
Renowned for his strategy and tactics, Abdou has also leveraged his training as a military researcher at the elite, ‘Institut des hautes études de défense nationale’ (IHEDN, Institute of Advanced Studies in National Defence), and offers advisory services on geopolitical conflicts, defence policy, peace and security and post-conflict reconstruction - demonstrating his unwavering commitment towards global progress, internationalism, social cohesion and acting as a catalyst for change.
In 2020, Abdou was recruited by the French Navy as a reserve officer attached to the Center for Strategic Studies and Research. An experience during which he was able to fully grasp geostrategic issues.
PHILANTHROPIST
A Philanthropist
As a Philanthropist dedicated to sustainable development and Africa's regeneration, Abdou serves as Chairperson of the Abdou Samb Foundation, a non-profit organisation head-quartered in South Africa and focused on building a meritocratic and prosperous Africa. The foundation mobilises diaspora capital, structures ethical financial solutions, mediates peace, empowers youth and women, and reclaims Africa's narrative to foster a prosperous, self-determined continent through five flagship programs addressing structural challenges, youth unemployment, and sustainable peace.
In 2025, Abdou was appointed Senior Advisor for Fundraising at Civil 20 (C20), the civil society engagement group reporting to the G20, with the summit to be hosted in South Africa. In this role, he mobilises resources for diverse civil society movements across industries and areas, including, energy, Environmental, Social, and Governance, education, poverty alleviation, youth and women empowerment and economic inclusion.
In 2017, Abdou was accredited as an official lobbyist to the European Parliament and the French Senate. There, he advocates for his clients' interests. This role allows him to better understand all the challenges of working with public institutions while strictly adhering to a constrained legal and regulatory framework.
Abdou is also a master coach and mentor, having guided global leaders across diverse industries in both the public and private sector.

A passionate advocate for the inclusion of African start-ups, Abdou has been instrumental for the inclusion of this start-ups, one of the many initiatives that Abdou has partaken in was the Innovative Small and Medium Enterprise European Commission innovation program for 2021-2027.
In recognition of Abdou’s commitment and passion for developmental entrepreneurship and his experience in finance, the European Commission mandated Abdou to co-organize and lead high-level economic and financial conferences alongside the World Bank to address developmental gap. Some of the advisory roles that Abdou has partaken in also includes but not limited to the European Development Days in Brussels were the African Union is headquartered in Europe.
The full demonstration of Abdou’s commitment to the developmental agenda and responsible corporate citizenry was when he spearheaded the gathering of promising African businesswomen in Europe. This event has become a reference for international meetings in Europe which seeks to mobilise the agenda of entrepreneurship of African women.
Additionally, Abdou has played a central role in the successful organization of the Donors Conference for African countries in Europe.
The vision to serve is central to Abdou’s personal mission.
Abdou continues to attend many global conferences as a panelist or at an advisory level where he provides critical support and expertise to African member States and between African, American and European political economic leaders.
Abdou is also a frequent speaker at international conferences and high-level forums, where he shares his extensive knowledge of raising public funds for international development projects and shaping developmental policy.
Abdou’s expertise and influence extends across the sphere of Academia, Public Policy and Private Sector Financing, positioning him as a catalyst for human progress, innovation and prosperity.
